That's the ancient Roman symbol for authority, literally a bundle of rods for whipping and an axe for executing. It was carried ceremonially before a judge(?) in processions to symbolize his authority. I can't recall the actual name of the thing, though. [Ooops! Edited. The theory behind it is that many thin rods together have more strength than one big piece of wood. I believe it was also a symbol of fascism in italy.
