Graham is a weasel but he's also not an idiot. He spent over 30 years in the Air Force and Air Force Reserves and was on the Armed Forces Committee from 2003 to 2019. He's always been a foreign policy hawk and I think Zelensky probably told him the truth about their upcoming offensive.

I completely agree. Until Ukraine starts carpet bombing Russian cities this conversation is utterly irrelevant. Ukraine isn't -and most likely won't- deliberately killing Russian civilians.

We can easily agree to disagree. A nation which is responsible for killing 6 Mio civilians in Poland alone, not to mention Belorussia, Ukraine and the rest of Europe and deliberately supported the regime with using slave workers everywhere for everyone to see until 1945 has no right to moan about 600k civilian casualties due to collateral damage by the allied strategic bombing campaign. They got what they deserved. They started it, they had to carry the consequences.

And even then you have to tune the details just right. There are several countries that set their thresholds for getting sets in Parliament too low, and they wind up with tiny parties elected and run by crazy people playing kingmaker in weird coalitions.

An excellent example is the relationship between Britain and Germany in the lead up with WW1. Â By all rights: diplomatic, economic and political Germany and Britain should have been allies in WW1; however, the Kaisers very ill advised pursuit of naval parity with Britain led to a costly arms race that shaped relations between these two nations. Â
Arms races can be the spark that trigger conflict moving into a violent collision stage, but âwarâ is not binary, it is a process on a spectrum. Â Arms races can be considered preliminary moves or shaping that may or may not lead to open warfare. Â The counter example is the Cold War where the US effectively won the conflict without direct military collision by forcing their opponent to spend more economy could sustain. Â Here the arms race was the war. Â
As to the current situation with China, the issue is less arms race and more one of âwho is willing to sacrifice?â Â China is hungry, aggressive and smart (as opposed to Russia who only had the first two). Â The US is highly divided, entitled and very self absorbed. Â It is also extremely powerful and rich but whether it can focus that power and will remains the central unanswered question of the early 21st century. Â I do not think an arms race will doom the US and China into a conflagration, but it definitely is part of the intensification of competition between these two powers. Â The biggest threat to the West right now is not Chinese arms, it is US apathy versus extremism.

I think it's sufficiently certain that the benefits of attempting such a thing would have to be firstly cast-iron guaranteed (which the history of "marches on Moscow" doesn't seem to encourage optimism for) and, secondly, worth the risk. I suspect that "those in charge" will consider that a long-term containment of Moscow will be "enough" and that the chances of actually forcing an unconditional surrender on Russia are so slender, and the cost of attempting it so high as to make the non-zero risk of total annihilation unacceptable.Â
