Yeah. Don't use that method.
The HD point is determined by either the final move point or the target specified on that final point. Above, people are talking about the first method. Do not do that. If for any reason you make a mistake your tank will drive to that point - which is nearly certainly not what you want.
You may ask "what mistake"? If your tank starts out in a place where they already have LOS to the HD place then it will never stop moving since it never reached HD.
So what you do is add your move orders out of LOS of the place where you want to be HD to. Then specify the HD move command up to the crest of the obstruction. Once there set a target order to the place you want to be HD for. This is a bit iterative just keep tweaking until you get the target command set. This way the worst that can happen is your tank stops at the top of the obstruction. Which is much better than driving down the other side and into the open.

My experience was like Andrew's, tried it, my units kept moving and never stopped where I thought they'd be hull down doing my own level 1 and line of sight check eyeballing of the terrain, so have shied away from using it.
Like Magnum50 I'd be interested to hear if others have used it successfully and what the trick might be.

It is supposed to work with you selecting a point off in the distance you want your tank to be in hull down position FOR.  So in theory that means your tank stops its movement at some point before it gets to where you plot your hull down movement point.
I don't use this command as I have not had any luck with it.  Possibly I have had a vehicle move to the point, with not good consequences.  Though that was a really long time ago so I may not be totally correct in remembering that.  But my experiences trying it out way back in time left a bad taste for me, hence I don't use it.
Others may chime in and say I am full of crap.  Which is fine.

1. Load the tutorial mission into the editor and go to the purchase units screen. Once there, look for the "codes" behind the purchased units. These will indicate which AI plan they belong to, if they are reinforcements or belong to a unit objective. Next purchase the units you wish to be in the mission and assign them the same codes as you see fit. Now go to deploy units. You should see all the "old" units already deployed and the "new" units in a big lump at one end of the screen. Using your best judgement, swap out the old with the new. Once you are done, head back to the purchase screen and delete all the old units. Double check the deploy screen, to confirm everyone is still where you want them. Save the scenario with a new name and you are good to go.
2. Make your purchases in the unit screen and then delete out whatever you can. Then set all other remaining units you don't want to appear as reinforcements. Set their incoming time to be after the end of the battle and they will never show up. While the units will be there on the "deploy" screen in the editor, they will not appear in your actual scenario. 
3. Ask questions. Seriously, there are no dumb questions. Pick your favorite scenario of all time and the person who built it was once like you trying to figure things out. The "pros" at scenario building got good through information sharing and trial and error work. Soon you will find yourself sharing your tips with the community as well.
4. Share your work, please. There are far to many scenarios out there on hard drives never to played because their creator felt they were "not good enough". If you take or modify an existing scenario or map, give credit where it is due, but share your work. The feedback from those willing to offer constructive advice will help you to build even better scenarios.

2) Using a small formation such as forward observer teams. You can add individual vehicles to that.

You select the formation and delete what you don't need.

Also, depending on what you delete and what order you delete it in, some HQ units and things will not be able to be deleted.
Put them in a reinforcement group that doesn't show up for 3 hours and they won't be in the scenario.

You should have A Scen Design AAR PDF Book.pdf in the Manuals folder.
Simple test missions are fun to do and you buy formations that you can easily chop down to a platoon and/or any size in between. Can also add single teams/vehicles to the formations.

To the Battlefront Gods to be... can we get a better order page, like titles would be nice.
 
Got a new PC, was able to get Cold War found and installed... but all the others, and their upgrades, patches, and DLC is insane to locate, copy the key download and install... after all these years there has got to be a better system.

Solved myself...
 
Mods can delete or if others need to know, in your compatibility part of the launcher system icon. Check "High DPI Scaling override" in compatibility tab.
