The vast majority of scenarios do start with both sides at full TO&E, but I agree that the realism and immersion factor is greater is they are at varying (under)strength.

This was in a DIA S/NOFORN/WNINTEL (SECRET/NO FOREIGN/WARNING: INTELLIGENCE SOURCES & METHODS INVOLVED) publication. I never saw a CIA study of this tank, but have since seen one in the CIA FOIA Reading room, where I commend this declassified marvel to your attention. Except that BFC has a lot of customers that were and are really happy have to have Bagration. Lots of Soviet toys for the Commiephiles and sexy cats for the Panzerphiles. Sounds like a good business decision to me.
