Long story short: you can edit scenarios all you want, but the only way to edit anything in a campaign is to use one of the utilities that breaks it down to scenarios, make any changes and then recreate and recompile the campaign, which is not a simple matter.

As someone who deals with the Red Cross on a professional basis, there is no doubt that they do a lot of good, but a tremendous amount of the money the collect goes to administrative costs and salaries. Not even remotely true. HtH is the best way to enjoy CM imho, but single player games outsell PvP games by orders of magnitude. BFC will never go to HtH only.
