Interesting concept. I would argue though that the "Hunter" vehicle seems overengineered and you'd get more bang for the buck by mostly substituting it with  lots and lots of Toyotas and quad bikes carrying portable missiles, small loitering munitions and micro UAVs.

Strictly speaking, Kinzhal is not a classical ballistic missile, though this is really air-launch version of Iskander-M. MiG-31K accelerates itself on altitude 12-15 km and launches the missile, and all way further Kinzhal flies on gradually descending trajectory. Russian Wiki writes, UKR Petriot operators claimed, the velocity of Kinzhal on final stage of trajectory before interception was 1240 m/s (about 3M) - this is in three times less, than claimed by RU MoD. But in today's attack, when missiles entered in our airspace, Kyiv wasn't their target, so their velocity had to be much higher.   

Official information about today's Kinzhal strike. It was directed not against Kyiv, but to strike Kolomyya airfield in Ivano-Frankivsk oblast, western Ukraine. Since 2004 this airfield was inactive and only during 2014-2016 it was restored as reserve airfield. It has tough conrete bunkers for aircraft. 
Four Kinzhals were launched, probably at least two of them entered in Ukrainain airspace from north of Kyiv oblast and turned out in range of Patriot. Real laucnhes were accompanied with active EW imitations of false launches. One missile was shot down, I heard four explosions (2 missile at each Kinzhal), so likely we couldn't hit the second missile and it could broke through. 
Press-secreter of Air Forces Command made a statement, three missiles hit the area of Kolomyya airfield, according to his words "enemy targeted our young pilots, who prepare themselves for tarining on F-16". One of theese missiles impacted near the private house and killed 8 y.o. boy. Nearest yards are in 1 km from airfield (it's about "precision").

Various German news media are reporting that providing KEPD Taurus to Ukraine is now seriously being considered by the German government.
One question seems to be the option of "geoblocking" Russian territory for the missiles, which is currently discussed with the German industry.
If this is true, this obviously raises the question if this includes Crimea. Have there been any confirmed Storm Shadow strikes on Crimean territory so far? I'm wondering what the "unofficial", "internal" definition of Russian territory for Western governments is right now...

Article forwards the idea that inaction early in 2022 meant that Ukraine could not deliver a killing blow when the RA was in disarray over the winter. Ok, Monday morning quarter backing for sure. It does not take into account the state of the UA and it's ability to use the assistance donated if it arrived as the author wished. However:
Culturally, Western governments have spent decades writing long-term strategies and managing small-scale, short-term crises like terrorist attacks. It appears the institutional memory of how to cohere the operational level of war has atrophied. This malady is correctable, but only if we can acknowledge that there is a problem to be addressed.
So, the US and NATO were caught flat footed? The shift of US emphasis to the Pacific left Ukraine high and dry? And the response was/is the same old same old while Ukraine is in ruin?

I... don't think we have. There was some dude on Twitter claiming that. Can we please wait for confirmation on things on such scale? And not jump to conclusions before? Otherwise we can just as well take Russian mil bloggers as truth. Or BILD-Zeitung, for the Germans among us.

They have a job to do I suppose, and in the long-term they have a point. 

I think I understand both their request and the likely ‘response’ from Ukraine.  Both equally valid in their own ways and contexts.
