The not-terribly-distant future, imho, is UGV's armed with small caliber, but highly destructive, railguns, and 1 or more microwave emitters on top to fry drones.

I believe Scancade actually works fine with the latest SF2, but it's been a while since I broke down a campaign in that game, so I could certainly be wrong.
Scancade is here but it doesn't work for the latest version of CMSF2.
There is another one you can use for it, but the name escapes me. You do have to use Java for that one, though.

Long story short: you can edit scenarios all you want, but the only way to edit anything in a campaign is to use one of the utilities that breaks it down to scenarios, make any changes and then recreate and recompile the campaign, which is not a simple matter.
As someone who deals with the Red Cross on a professional basis, there is no doubt that they do a lot of good, but a tremendous amount of the money the collect goes to administrative costs and salaries.
