Rolend, just turn Railheads on. Gets you most of what you want, and I'm sure you'd agree that it's reasonable for a unit to be able to operate out when in the vicinity of a major city. -

Ok, after much thought. Suckiest Unit - German AF. Dang things are always stuck in the mud or snow just when I need them most. Best Unit - British CA. Not when I'm playing them, mind you. But the little buggers seem to hunt down my subs incredibly quickly. -

Er, if you're playing hotseat, isn't a gentleman's agreement not to move a different country's units good enough? What would be really nice is multiplayer PBEM. -

Is amphib really even necessary for the northernmost city? Transport seems to work ok. After Oslo goes, you just unload. -
I've found that either the Finnish corps or army works against Leningrad just fine once the Germans have surrounded it from the south. In the meantime, they drive the Russian CAs out of the port. No real need to put a German unit up there, although, it is an option.

That is true, but I think just handing it all back for free might really unbalance things. You'd get the fleets and corps in the overseas possessions, if still around.
