Stay home. You were never going to become a "battleground" between Germany and USSR. Finland is a bit off the beaten path. And that tilted Finland radically towards the Allies how? Alliance with Britain, eh? Were you thinking of invading Germany? Cuz I don't think the Germans would have been too happy about it. Best course for Finland would have been to just stay out of it. -

Is researching Intel useful?

Clear as mud. So I'm correct that I still get a boost from the US failure to have countered Intel? Doesn't it make some sense then for Axis to research all areas that Allied non-active have a lead in, as they can't really do anything about it? -

So German would get +3% for Industrial then? Seems it would be best to get all your allies at the same Intel tech in order to prevent freeloading by the other side off the one guy who didn't go for Intel. -

Think it means if say, UK has Intel 2 and Germany has Intel 2, they cancel each other out. But if US is at Intel 0 and gets Industrial 1, Germany still gets the 2% boost as far as that tech, if it's researching it. Or does it just eliminate the catch-up bonus? Anyone? -
Edwin, we might be making Intel too powerful of a tech here, given it's other advantages in research. Perhaps some of this should be split off into Advanced Subs or Gun Laying Radar. I could easily see a rational for spotting to be put into Radar. As is, the Axis pretty much ignores it, and it's not really a must have for the Allies.

Edwin, ocean currents aren't that big an effect to worry about, unless you're in a square rigger. You'd burn more fuel, but you're still going to get there on time in a steamer. As far as your second idea of revealing each segment, the convoy route still needs to change from game to game, otherwise you're just going to memorize them. And I don't think the Intel spread is ever likely to get to 3. And if there is an intel leak, you're going to learn the whole thing. No spy is going to report, "I stole half the route, lost page 2, sorry".

Easier way would be just to have all Bombers jump to Level 5, attack strengths maxed, and their chance to hit the ground/sea unit parked on the target raise to 100% in addition to resource strike. On a 50 square mile tile, that's even being generous for the effect of an WWII atomic bomb. Would make an interesting variable event for 1945-7, but would really unbalance the game as research area. Because that's all the US would do.
