  1. Article I, Section 8, Clause 11 of the U.S. Constitution grants Congress the power to declare war.
    [The Congress shall have Power...] To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;

    The President, meanwhile, derives the power to direct the military after a Congressional declaration of war from Article II, Section 2, which names the President Commander-in-Chief of the armed forces.  However, as the Commander in Chief of the armed forces, Presidents have sent troops to battle without an official war declaration.

    No, by training to a common standard so that all units integrate smoothly on the battlefield.  The question doesn't ask "what".  It asks "who" establishes a non-NATO EU army force training in a world where each separate country establishes its own national doctrine especially after Brexit.  France, Belgium, Germany, Norway, Denmark?  I'm asking what's the mechanism whereby a EU army agrees upon defined threat assessments and establishes the training doctrine to fight such wars.

    Not ideal, but as I mentioned it works for example with Dutch and German units in one Korps. Same would be possible for example for Finnish and Swedish units, or French and Belgian units. Using the same equipment would also help a lot. And yes, preferably made in Europe.

    Who would establish the common doctrine for a non-NATO EU army force?  How would such forces coordinate operations above Corps level and/or insure common understanding of tactical doctrine by different national small units within a corps?

I would greatly appreciate a graphic description of an AI plan posted in a thread like this; what to choose, how it works, what it does.  I know I can crack open an existing scenario and look at one but I just can't seem to wrap my head around what to script for a particular result.  I suspect this is a big ask but thanks for considering it kindly.

    I don't know of any forum rule against it but duplicate posts seem to break up the continuity of a conversation.

    For my part, I think fire as a tactical factor in the game is captured well enough by flamethrower weapons.  Whatever incidental flame ups that might occur in an 8x8 action square don't strike me as tactically influential; at least not in the 30-120 minute duration of our CM battles. 

    My CMx2 pyrotechnic lusts are sufficiently sated when watching destroyed vehicles burn . . . :ph34r:

    Just to be clear, it sounds like "tagging" must be done in the scenario editor, correct?  In other words, "Open the editor, copy in the scenario, apply the precise tags, and save the scenario"?

    I approached "translating" boardgame scenario's to Combat Mission as follows:

    1. Look for company/platoon level scenario's.  These are the ones which scale best to Combat Mission
    2. Look for scenario's with clear or easy to identify locations.  These will help me find a google or WWII era 2km x 2km terrain map from which I can make something matching the tactical lay of the land
    3. Look for scenario's with clear Orders of Battle whose units are available in Combat Mission.  These will help me build a balanced force mix.
    4. Look for scenario's with clearly defined mission objectives that can be achieved in 45-120 minutes of game time.  These will help me build good briefings and establish clear victory locations for game play.

    I think Squad Leader / Advanced Squad Leader provides the most fertile ground for this.  The challenge is determining which scenario's translate best to exciting CM designs.  I want to investigate Command Ops 2 as another possible source of inspiration as well after they release the pending "Patton's Charge/Bradley at Bay" module.

    For something new, I favor CMx3 start with North Africa and proceed from there.

    Yes, but the CO2 long awaited Volume 8 "Patton's Charge/Bradley at Bay" is 18 months past its published release date.  The devs seem to encounter endless problems with the upgrade and no new release date is in sight.  It seems they need a great deal of time to insure release a quality product as well.
