Only 4 axis..........hmmm........I find need 3 for Russia, 1 for NA and another free one for those other ops. I can see only 1 Ami, 1 Brit. Russia has to have min 4.

I usually find you need atleast 5 HQ's as axis. As allied min 4 Russian, 2 Brit and 2 American. What do others use??
