Basically, because ground attack aircraft are to low and fast for them to hit. B-17s and other high level bombers are not modeled in the game because they weren’t used for direct ground support in the time span represented by the game, i.e. when friendly forces were in close proximity. They were mostly used for interdiction behind the immediate front lines. If you would like to shoot at aircraft with those 88s, design a scenario with only your forces and enemy high level bombers. Won’t be very much fun. Otherwise, shoot tanks with those 88s and enjoy.
