Cobras?

Yes, it depends on the loadout. In order to give the scenario designer's flexibility and the ability to balance forces, there are a number of different loadouts for each aircraft type (this has been true since the first version). There are two sets; one optimized for taking out infantry and another for taking out vehicles. Usually there is Light, Medium, and Heavy for each. These change either the type of quantity of munitions available.

On our ToDo List are a couple of ideas on how to better communicate what an Air Asset has on it so the player will not be surprised at the result.

This sounds great. I think you could just list the actual ordnance with the definitions of "light", etc.. For example, heavy AT loudout for a Cobra would mean the helo is armed with nothing but 8 Hellfires. A medium would be a mix of 4 TOWs and 4 Hellfire, and light would be a Hydra rocket pod and 4 TOWs.
