If their soil were treatened, at least. That was their thought, I belive! Ofcourse that was not their "made in steel" strategy from 45-91. But I´m pretty shure, Soviet didn´t want war. But at the time, we all belived that the other side wanted war. And a strong Army/Air Force/Navy, was the only thing preventing the opposit side, to make a move!
