Sergei
I don't see why a designer couldn't include assault boats to a, say, Engineer Battalion's equipment list. But then, I don't know.
General Bolt
How would they be represented while the unit was moving over land on the approach to the river? What if the game allowed conditional reinforcements? When you reach the river, the boats show up in next turn? Or they show up many turns later as was case at Nijemegen bridge in Market Garden.

Of course they'd be useless in those situations, but that I think is a secondary issue.

Sergei
No, they're vehicles. Vehicles that cannot move without a passenger.
