Improved editor with terrain changing capabilities? More varied units - paratroops, marines, nuclear bombs, builds for minors? Flexibility for MPPs- transfer to allies, bribes to neutral countries, espionage? Improved technology range? Blitzing ability for armor? Coordinating multiple attacks?
