The code for it is in, but it requires remodeling of the tanks to give the soldiers places to sit, and that is not a trivial exercise. Michael The Xmas bone has said that the Bulge (not its real name) family will have tank riders in it, so once the work's been done for all those models and the BN and Bulge engine details have synchronised, it won't be such a herculean task to trickle that back to the BN family, maybe. That said, if they approach it from that direction, I'd reckon you'll have to wait until after the first Bulge module (Commonwealth and Luftwaffe) for it to happen, so that you don't get the position where some units can mount infantry on tanks and others cannot. Or they might just decide never to implement it because it was tactically irrelevant at the CM scope level in 99.9999% of cases during that time frame.
