Actually, Monsewer Kettler, I'm almost certain that "garlic eaters" was (is?) a disparaging phrase used by Japanese people regarding Koreans.

Perhaps true, but I believe the British in the Age of Fighting Sail applied it to both the French and Italians. If you're right, perhaps the Koreans should call the Japanese "radish eaters."
