Parsec is just a stream from your PC to your phone. The Samsung Note is good specifically because the stylus pen is accurate enough to hit the small buttons on screen. You could probably play CM on a tablet using this program, but I don't own a tablet. Also I think the Samsung Note is a terrible phone with a design meant to fail. It's garbage actually. CM games can run with a custom proton, if you can get that on the steam deck then I guess it would be able to run it (I play CM games on Linux which steam deck is also using). But OP was asking for the steam deck, which obviously uses Steam, so in this case, there's no need for 3rd party software.
