Can Hq's now do damage?

I'll note that battleships tied up to docks have been known to shell approaching ground troops-most notably several Russian ships in Leningrad which basically became artillery platforms.

There are several instances of naval gunfire being used to support a defense (Sicily comes readily to mind). I think it would need to be play tested though to see what the long term effects would be.

I'm thinking only BB's and CA's should be allowed the ability although the DD's did most of the damage in turning back the Germans in Sicily. Maybe it can be tested for the next patch?

Shelling should certainly assist an atack or defence on land....but should it be able to destroy corps sized units all on its own??!!
