What you currently have is the computer randomly looking for between 1 and 50 Jap units between 0 and 7 tiles away. E.g. on one turn it might want 50 units on hawaii and the next it needs 27 units within 3 tiles etc. By limiting range to [7,7] means that the computer will always be checking all tiles within 7 of hawaii and [1,1] means that only 1 enemy (minimum) is needed to set off this event. I'd also change the #DATE to something that falls after 1947 as iirc this is a failsafe date rather than something that needs to be satisfied. Also I would check that your position 99,22 refers to the appropriate start tile. Perhaps allow for an "R" command if you want that, but Hubert did it that way to add some variability - so its not certain if something gets triggered or not.
