First they planned to field a 'standard' humvee type, then a standard/armored mix, then all armored, They only got accurate drawings of the gun shield pretty late. They had the same issues with Stryker. Those didn't start life with added (late 2005 timeframe?)topside armor or outboard placement of headlights. If you recall, they were keeping close tabs on MGS development to see when it was finally going to be fielded! 3/4 of the way through Beta testing the Army fielded brand new sniper rifle on them, and new Stryker brigade uniforms and body armor and new camou patterns showed up. Remember, when CMSF got started all soldiers were still carying M16s! Also, evidence unexpectedly appeared of heavily modified T72s in Syrian service so they had to work on that. The same happened with Bradley. Go look over combat photos from 2003, '04, '05. A LOT of bare Bradleys in-theatre. The BFC guys were pulling their hair out trying to figure out who in the chain of command actually authorizes the fitting of ERA to vehicles! By the time photos of in-theatre Bradley wearing ERA became common they were up to their eyeballs in more pressing issues. I hear Bradley ERA got really reallyclose to getting in.
