Yes, it is best to uninstall your current video driver before installing a new one, especially if there is quite a difference in the version numbers (NVidia and ATI). The reasoning for this is that some older files or registry settings should be removed so that they don't interfere with the new drivers (though that may be a rare issue).

A quick way to uninstall most drivers is to go to the Control Panel > Add/Remove Programs control panel and look for the 'nvidia driver' entry and uninstall that. If you want a potentially more thorough 'cleaning' you can download and install Driver Cleaner which should eliminate any vestiges of the previous video driver. You'll need to reboot once you've finished uninstalling the driver (though you'll want to have downloaded the new video driver before doing this). If Windows prompts you for a video driver when you boot up, cancel that operation and then run the installer.

If you don't have an entry for the 'nvidia driver' in your Add/Remove Programs list, then you'll need to remove your driver from the System control panel > Hardware tab > Device Manager button and highlighting the videocard under the 'Display adapters' section and clicking on the 'uninstall' button (computer icon with red X over it).

I'm not sure if the latest or even beta drivers fix this particular issue. The cyan/blue text in CM is a problem that seems to occur strictly with the FX 5200's (other FX cards don't show this problem).
