E3 caters more to the consumer mass-market and the hype that seems necessary to sell in that market. Niche products like CMBB that aren't looking for distributors and retailers probably wouldn't gain a whole lot from attending E3 ('it doesn't play on a PS2 and it isn't a FPS, big whup'). The time and cost to attend the show for the meager amount of press they may receive probably isn't worth it (CMBO made its splash, CMBB isn't going to be radically different from it).
