Arty spotter in/out of command?

IIRC the rank of the commander does not influence the commanded units. The bonusses do.

I try to keep my units in command if possible.

Do the usual tests (set up lots of FOs (I suggest a sample of divisional level or above and another one of battalion mortars, add several different HQ ranks with different bonusses)

Better off under command.

The HQs quality rating does not transfer to units. Being in command gives benefits to all units, regardless of the quality of the commander. In addition, units benefit from the commander bonuses of any HQ with a red line to them.

For FOs, the time delay of their missions is determined only by their quality level, possession of LOS to the target, etc. Command ratings do not effect any of this. Combat bonuses do nothing for FOs (unless in close combat, or defending at point blank with side arms or something).

But the command rating of a leader can make them move out faster when they get new orders. Not the fire mission delay but the movement delay. Morale bonuses keep them from getting suppressed and speed rally. Stealth bonuses make them harder to spot if in cover and stationary.

All new orders and rally are somewhat faster under command than out of it; when the HQ also has command or morale bonuses they are significantly better.

As for why realistically, because an infantry officer is keeping them in the picture of the fight on the ground around them. They know better what locations are safe, are kept better aware of the battle's progress, feel more part of a coordinated team, etc.
