I think that could actually be done, in a campaign format using branching, ie: between big battles you have smaller scenarios replicating attempts to communicate orders/intel between bigger formations.....The outcomes of these would affect the starting forces & intel for bigger battles.

Probably the best way to simulate it would be something like this:

But in case of Soviet front in WW2 it would be like staring at the phone, sending orders sometimes without any feedback and waiting... Finally after several days you recieve your first radio call: "Comrade Stalin is displeased with your actions. You are relieved from command and must return to Moscow to take responsibilities for your shamful performance".

(At least in the first 2 years if war).

That looks very interesting.  It seems that it could simulate well the time delays and confusion that a CO would experience in obtaining the info he needs to make plans and issue commands.  Many players have asked for an operational layer and this would be a very innovative method.  To make it a "fun" game, one would want the ability to "insert" oneself into one of the tactical actions and fight it out as in CM.  Once the tactical action is resolved, one would return to the operational level as in "Radio Commander".

Unfortunately, this version of "Radio Commander" is not well reviewed.  "Too shallow" is a common refrain.
