-nn
Observed Behavior: Hot seat. The game does not end even if another player (defender) does not have any remaining units. Expected behavior: The game ends automatically when the winner has been decided (20% points remaining etc).
Rinaldi
Only the AI will automatically surrender; hot-seats are multiplayer and said games between 'two' humans will only end when a ceasefire is agreed on, surrender is issued or time has run out.
-nn
While a very infrequent event the game should end if no units exist in the game board. Off course, most of a time opponent surrender long before that. Edited March 10, 2019 by -nn

Sounds more like they just don't like you and wanted to torture you a bit.

On a serious note, there may be very serious/legitimate reasons not to surrender even if your force is wiped out e.g.: in CMSF/CMSF2 the Syrian player often has very generous point bonuses for causing BLUFOR losses in spite of loss of terrain objectives. Surrendering negates that, usually. Edited March 11, 2019 by Rinaldi
