This known resourse already was posted here not single time, but if you just have found it, I open liitle secret of Vlasenko's site. Go here - http://maps.vlasenko.net/map-1k.html and you will find 100K scale General Staff maps of whole Ukraine (but its 1985 year). Author of the site have deleted the link from main page, because these military maps including up to 100K considered as secret information. But by direct link information still available. Of course, you can find and small-scale maps 25/50K after 2000+ year, but composed for navigators on base of military maps. Its no secret, beacause doesn't contain any survey data appropriate for military purposes. You can search it here http://loadmap.net/ru/m88338, but its lay in not so convenient form, like at Vlasenko's site. For Eastern Ukraine you need search M-37 and L-37 maps, but this resourse mostly for Russia, Ukraine territory represented only by frontier terrains. Upd: Ha! Vlasenko blocked access to 100K General Staff maps completely - only map of Ukraine with topographic maps layout available. So, in order to get 100K map fragment, you need to go here on main page: http://maps.vlasenko.net, to select point on top left map by clicking and make printscreen of map fragment, which opens below.
