I have no idea who took these pictures and if it was an official excavation, but illegal excavations on ww2 sites by guys using metal detectors are a big problem in Russia. They are usually doing it to sell the stuff they find to collectors and they have no problem to dig up war graves. As grave desecration (if that's what this is), disgusting. As potential crimes (may or may not be, and not merely for ww2 sites, but for guns and explosives), probably multiply actionable.
