The 'effect' will be that the game will be prettier. :)

Seriously, though, lets say your vehicle is making a turn. As the vehicle rotates in relation to the sun 2-D painted-on detail catches the light as though they were 3-D objects. Makes for a more believeable picture, adds a bit of complexity to a reduced polygon count model, which in turn helps increase framerate. Ideally it will be so subtle you'll hardly realize anything different, things will just look more a bit more 'real' in an undefined way.

In that case just refer to my 'game will be prettier' line. :D

There's a toggle to turn bump maps on and off and the new shading benefits toggle with the bump maps so it's kind of a package deal. Beyond that, everything in the game has been touched. So regular old shading has been massaged too.
