how to load soldiers onto vehicles?

that is a surprise, since it was so common in WW2...no wonder it wasn't working for me. Thanks Michael -
Obviously I am doing something wrong, or the display of soldiers on vehicles is different? I have tried to load soldiers onto tanks, etc, and they just lie on the ground beside the vehicle. Help?
