It is still there, but it doesn’t work that way. Clear target removes any target or face orders, but if you want to prevent a unit from firing you will need to either give it a short target arc or some other command to tell it you do not want it to fire at a unit it perceives as a legitimate target. 

@captiva  this is good advise.  After you get the halftrack gunner issue sorted out and understood your next challenge will probably be the gunner becoming KIA.   There are several threads discussing this challenge.    

Some units had a dedicated gunner in the HT. Some did not. Splitting off a scout team is a good way to man the gun in the latter case. However some smaller squads do not have the ability to split at all so that does not work in that case.
Another way to go is to dismount the driver of one and have him man the gun of another.
Be careful the enemy considers them a serious threat and that gun shield is no good from the sides, obviously, so keep them back as far as possible.

Another thing to remember is that if they're well spaced, no delays are needed, but if they are fairly close to each other, you will want to give the second vehicle a 5 second paue, the third a 10 second pause and so on.

There is no "follow" command for road movement so you must plot waypoints for each vehicle independently. 
In theory if you want vehicles (or infantry) to move abreast like a skirmish line across a field: Double click the formation and waypoints can be plotted for all vehicles/squads at the same time.  However this seldom works well so I never really use it.

No they will not follow each other.  It's a feature many have requested for as many years as CM has been around.  Presumably too complex to program.
To be certain that units go where you want them and don't do silly things you have to plot em individually.
