In our game each axis and allies have 3 points in the USA, I got a +14% for the USA from england despite the fact each side has three points in. Do the points no longer cancel each other out?

Each dip point gives a chance of an increase or decrease in the activation. If I read your question correctly.

So if the Germans and UK have 3 points in Diplomacy vs the USA then each has a 15% chance to decrease/increase mobilization in the USA.

Looks like UK hit their's 1st thats all.

I think in the base game its +5% per point.

Maybe your opponent had 4 chits vs 3 chits, thus a net chance of 5%. Then when you said, "come on man, how many chits do you have?". He looked and saw 3 chits, because the last chit just hit.

I guess Kurt should answer this one as we both had 3 points in and still got a hit? I think in older versions each point cancelled each other out?

This is a game issue not a script issue. I think the answer is there is no cancellation out. Where did you see that? From what I know, it is a race if your guys "hit" then you get the benefit, and if they "hit" they may or may not reverse it. It just goes independently on each side.

I learned something new...thought SC-2 was completely opposite. Maybe something changed.
