Game differences

The TOW series is created by 1C Company (of Russia), while the CM series is created by Battlefront. Completely separate development teams with no shared code between them.

TOW is real-time only while the CM series (CMSF & the future Normandy title) has the option for real-time or turn-based (player choice). Turn-based play is a player preference that allows for more time to lay out plans and play larger scenarios that would be much harder in real-time. Real-time play has become popular for the sense of urgency and the short period of time to complete a game.

TOW and CM play different from each other since they have different sets of commands for the units and slightly different levels of units under command (individual soldiers for TOW and teams/squads for CM).

Probably the best way to tell which approach to game play is more appealing is to try the Demos (and stick through the learning curve for both games).

The original TOW game is OpenGL, while the TOW2 and future TOW3 titles are DirectX (which is a more common graphics API to develop for). However the TOW titles do require higher performing video solutions and the integrated video on many laptops is not enough (Intel, older ATI, etc.), which is possibly what you found out.
