How close can the american ships get to spain before they make spain angry?

No idea. Why risk it? House rules are usually USA has to stay at home, no sub hunting/spotting while neutral.

I use my U.S.fleet to patrol what i consider home waters(no more than 7 hexes out)only.The reason i ask is because one of my opponents had spain get angry at him and he wasnt near spain.

Yeah, I was around 7 hexes away from the closest land tile in Spain, when they got "angry." At first I didn't think I was that close, since I was in the middle of the atlantic, till I counted the spaces. So guessing its around 6-8.
