Yes, if I recall correctly, the number refers to the length of the barrel in calibers, that is, compared to the diameter of the gun. So the 75mm L/24 (just making that up, don't know if one really exists), would have a barrel 24x75mm=1800mm long.

Long barrels indicate a gun meant for accuracy. High muzzle velocity is also a key indicator, since it doesn't make a difference how fast an HE shell is going when it explodes.

Yes, my understanding is it's 'Length by calibers' (xx being the number you can divide the length of the barrel by to achieve the caliber).

After that, the important thing is what the shameless self-promoter said ;)
