When creating a scenario, we can't parameter the number of static flags : the buttons are not here, and there's no hidden button. Can you make a rapid patch to fix that problem ? I think main program should be the same for every localization and thus flag numbers should be editable when clicking 'parameters' in scenario editor. In 1st page you can add some basic info -date etc- but after clicking 'ok' second time you should get into another page where you can adjust flag numbers and/or values.
