Johnnymo has the answer, at least for now.

The problem is not the web server, it's IE. It won't read my "no-cache" headers. The temporary solution is to hit "ctrl-F5" after logging in and it will refresh the pages properly.

This should apply to IE users only! Netscape & Mozilla should not have this problem.

I'm working on a solution, but it may be a few days before I get it figured out.
