The PzIII and PzIV turret sides could be pierced by Russian AT rifle shot, as could the Panther lower hull sides. These are the areas that got the skirts. The Panther turret side couldn't be penetrated by Russian AT rifle shot, it's as simple as that. I don't believe bazookas ever came into the conversation when skirts were being considered.

Dead on Mikey! There currently seems to be an agreement, among those interested, that this was why the schürtzen where mounted.

There are no doubt books being printed as we speak though, that still stick to the familiar "anti bazooka" version.
