What effect do they have? Can they be used against Germany? Nukes are a scripted event. USA can say YES/NO to the use. There's a couple turn cost (or so). it nukes Hiroshima & where Nagasaki is. It basically reduces any unit in those city hexes to strength 1 or 2. The supply of city and port goes to 0. But unit entrenments remain. There's no option to pick your target.
