It is not an exact percentage but rather just a reduction by a number of pixels. For example the regular sized bitmap file is 4081x2130 where the zoomed bitmap file is 3074x1590. Or at the individual sprite level it is 77x71 versus 58x53.

If you are thinking of creating customized zoomed unit sprites be sure to use the 'pixel resize' option with your graphics software (if supported) and not any of the other algoritms like 'bicupic' etc., as these add in anti-aliasing and as a result the white noise around the units when viewed in game.
