This stretch of land normally belongs to England, once you captured the last capital of England in Australia all English territory became Japanese, including that part. Australia, (and the new UK captial) surrendered to Japan. This transferred all UK territory including Palestine (the problem area) to Japan. Although I left Delhi unchanged (empty but still allied) to prolong the war. So... that left Italians fighting on Japanese-controlled territory to take the rest of Africa. Bizarre indeed.
