In the ruleset.

1. How does the "to hit" figure compare to a percentage. Example, a to hit of 2.0 means what?

The attacker's to-hit value and the defender's defense value are used to calculate the percentages. A to-hit of 10 against a defense of 5 will hit (on average) twice per turn.

2. Under combat value, what does the time mean?

The time value is a estimate of how long combat will last. For example, if two units both have an attack value of 1 and a defense of 10, then combat is going to take a long time. There's only about a 10% chance either of them will hit within a turn. So, they would have a time value of 10 turns. In contrast, if two units have an attack of 10 and a defense of 1, then combat will happen very quickly.

3. Under combat value, what does the range signify?

Range is the attack-range in pixels (just like movement rates are also measured in pixels).

4. I think I saw this months ago, but what is the difference between a veteran and an elite ai player?

Novice, Veteran, and Elite players get some different advantages and penalties. Novice AI actually get a few penalties, while elite players get some cheats to help speed up things like research.
