There is no option to tell the units to cease fire, when you have that option may I remind there is less gunfire to track and things run smoother on part of AI for instance. Also when you have the option to tell your own units to cease fire, there will be a antimomemtum in terms of detection. When a distant unit doesn't draw fire, it will not stand out. Same as when it doesn't fire. Press "delete" and it cancels any targeting command.
