Tech will not do this in SC2. Overstrength using elite reinforcements will be based on unit experience. For example, a unit with 2 bars of experience could be reinforced to 12. Elite reinforcements will also cost more, so don't expect to see every unit with overstrength values.

Yes Shaka, you will have to deliberately reinforce the unit, which is restricted by the amount of full bars/medals/etc of experience. One full bar of experience allows a voluntary reinforcement to 11, two bars = 12, 3 = 13, and since 4 bars is the max?,.....well it was for SC, then the maximum, optional reinforcement is to 14 strength.

Which brings up an additional question. Bill, are reinforcements to over strength limited to elite reinforcements only? It would seem so since regular reinforcements erode experience levels, but you never know.

Yes and yes to both questions. Regular reinforcements work the same way as in SC1, up to strength 10. Adjacent enemy units may also limit this max, to a minimum of 5. So units will have to be pulled off the line occassionally to get max reinforcement.

Elite reinforcements do two things. They restore strength without loss of experience and allow for overstrength. But there are two catches. They cost more, and the unit must not be adjacent to any enemy units.

We're still trying to determine how all this plays out over the long haul so some of this may change. As it is, expect the bulk of all forces in contact to be understrength regulars with select few units being the true overstrength elite. Players simply will not be able to afford too many of these expensive units. Which is how it should be, yes?
