The smoke doesn't start curling over until it is quite a long way up, so wind doesn't affect smoke pillars for LOS purposes. BFC have already said that wind doesn't affect ballistics (or rather, it kind of does, within the internal calcs, but there is nothing you as a player can do about it). Soldiers don't get tired walking into the wind. Wind speed may affect sound spotting. Wind may affect the direction and speed of fire spreading.
