He's sitting there, spotting nicely, sitting on his ass, being a generally useless kraut since he doesn't seem to have a command to do anything. His details menu shows the artillery is available, but that's it. His command menu gives moment commands, line of sight, pause and hide... but nothing to attack or call in a strike.
