A clue perhaps!!!!.

"It should be noted here that members of the Russian contingents were not supposed to wear the German eagle-and-swastika breast eagle (the Hoheitsabzeichen), as this was considered a German national honor (though the French, Belgian and Croat volunteers appear to have worn it as well). Instead, an alternative breast badge was to have been worn, featuring a diamond enclosing a swastika and supported by two stylized wings, in grey on a field grey backing. In practice, this badge was seldom seen, and either the German eagle, or no breast badge at all, was the norm."
