Really I haven't played the Allies lately to notice this - do you have the latest and greatest patch? It can make you not want to fully liberate France because then your troops got to cross the big pond, and they get all sea sick and stuff... You can only do it with air units (air fleet, strategic bomber) as far as I know. Britain has the same constraints and abilities on mainland Europe (and North Africa). Speaking of which, shouldn't the Italians be able to build ground forces in Albania after the Germans conquer Yugoslavia? It seems that they can't as things stand.
