What is the correct way to view Diplomacy in the game?

Hubert or Bill,

Let's say the CP deploys all their chits to gain Switzerland (5 from Germany, 4 from A-H, and 3 from Ottomans, for a total of 60% per turn to score a "diplomatic success"). They can't do any better than that.

If I match that level or top it with chits from the four TE powers (say for a total of 65%/turn), does that preclude all chance of Switzerland moving toward the CP camp? The manual implies that the alliance total %s are subtracted from each other. So in my case outlined above, is there then an overall 5% chance for TE diplomatic success (and 0% for CP) or does each side get calculated independently for each turn (60% for the CP, and 65% for the TE)?

If the CP has 60% towards Switzerland and the TE have 65% then it would cancel out the CP effort and give the TE 5% per turn chance, i.e. 65-60= 5%.

Well, I think I confirmed a bug. My opponent score a diplomatic success yet again with Switzerland when I had chit worth 60%. All CP diplomatic chits together only equal ((5+4+3) x 5=60) so the chance to sway the Swiss should be 0%.

Germay has allways 7 chits to allocate (2 are already allocated to the ottoman empire which will free up when they join the CP).

So CP have 14 chits (as TE without the US) so 14 chips will sooner or late get a hit vs. 13 chits.

Thanks, I'm surprised no one mentioned that before when I was under the assumption that Germany only had 5.
